Toxic environment for oil leak workers
While pushing legislation to help people chronically ill from working at Ground Zero following the attacks of 9/11, Rep. Carolyn Maloney, D-NY, does not want similar harm to come to relief workers laboring against the oil spill in the Gulf of Mexico.
"Thousands lost their health in the 9/11 cleanup, and we must make sure history doesn't repeat itself in the Gulf," Maloney said. "The health and safety of the people helping to clean and rebuild the Gulf must not be compromised."
Maloney wrote a letter to David Michaels, assistant secretary of the Occupational Safety and Health Administration, expressing concern that "the unprecedented size, complexity, and duration of the BP oil spill cleanup operation may mean that the risks of long term exposure to the many hazards the cleanup workers face are underestimated."
Maloney said workers at Ground Zero, and the public in general, were misled by "an overly optimistic assessment by members of the Bush administration of the risk of long-term exposure to that environment."
The government's assessment "cost many of those cleanup workers their health" and some of them "their lives," she said.
Five days following the 2001 attacks on the World Trade Center, Christie Whitman, the Bush administration's head of the Environmental Protection Agency, announced at Ground Zero that the air was safe.
"The good news continues to be that air samples we have taken have all been at levels that cause us no concern," Whitman said.
A month later, when the EPA's own data was made public, it was shown that Whitman had not told the truth.
Researchers have since said that the air at Ground Zero remained toxic for at least six months.
Maloney is one of the co-sponsors of the James Zadroga 9/11 Health and Compensation Act, which intends to provide a permanent source of health care and compensation to victims of the 9/11 cleanup. The health of approximately 20,000 people was affected by toxins at the Lower Manhattan site.
The Zadroga bill is currently in committee in both houses of Congress, with supporters hopeful of passage this summer.
As Maloney noted in her letter, Michaels had testified to a Congressional committee in June that workers in the Gulf faced "exposure to and inhalation of the fumes from crude oil, oil byproducts, dispersants, cleaning chemicals and the smoke from burn-off efforts at sea."
In addition, there were hazards from electricity, heat, falls, drowning, fatigue, loud noises, sharp objects, insects, snakes and other wild animals, Maloney said.
The Congresswoman referenced a workshop held by the Institute of Medicine last week in New Orleans, saying a major message was that "because of the uniqueness of this spill, we really do not know the risks of long-term exposure to such an environment."
She added that, although protective equipment and respirators can minimize the risks of exposure to toxic chemicals, reports are that workers may not be wearing the equipment due to excessive heat and humidity.
Maloney wants OSHA to ensure that workers wear the gear. She also wants OSHA to monitor workers for heat exhaustion, to collect workers' health complaints, maintain a whistleblower hotline and make sure all proper research is done regarding ongoing conditions, workers' exposure and possible long-time effects.
She also thinks OSHA's staff should be bigger.
"There are a total of 33,000 people and 6,000 boats involved in the cleanup efforts in that extremely hazardous environment," Maloney wrote.
But there are only 25 OSHA inspectors assigned to the Oil Response Cleanup.
"That seems like an awful lot of ground and a great many hazards for 25 people to cover," she said.
Reps. Edward Markey, D-MA, and Charlie Melancon, D-LA, have also expressed concern about workers' health in the Gulf cleanup effort.
Last week the Congressmen, both on the House Select Committee on Global Warming, wrote a letter to the Government Services Administration, shocked by a report that trailers being used to house some cleanup workers in the Gulf are the same trailers that were used in 2005 to house Gulf region residents displaced by Hurricane Katrina and that were found, at that time, to contain unhealthy levels of formaldehyde, a carcinogen.
"There are oil spill workers who are cleaning up toxic oil by day and then inhaling carcinogenic fumes by night, sometimes with their families," Markey, the committee chairman, said in a release. "These toxic trailers are like a recurring nightmare for the people of the Gulf."
Eben Burnham-Snyder, spokesperson for the committee, said that Markey and Melancon have yet to hear back from the GSA on the trailers.
"We do not know where these trailers now are, or if they are still in use," Burnham-Snyder said.
Calls to GSA were not returned before this story was posted.
